No Military Secret

While weather control by some electronmagnetic means is impossible, and cloudseeding is an ineffective technique, there is no reason in principal why somebody could not be doing cloudbusting with the Reich cloudbuster without any public announcement.
 
As a matter of fact, plenty of them have. In fact, most of the cloudbusting that has been done in the last 50 years has been secret in that sense. Very few of the numerous Reichians who have tried cloudbusting have made any public announcement of it.
 
But there are several very good reasons for doubting there were any classified military programs among them. First, the general reputation of Reich and his work is that of a crackpot. Scientists, civilian or military, seldom are open-minded enough to overcome that designation and look into the work seriously.
 
Second, the theory itself, even without the knowledge of who invented it, is so out of the mainstream that scientists tend to disbelieve it without any second thoughts.
 
Third, the type of personality that becomes a physicist, and especially one who makes a career of working on weapons development, is precisely the type of personality that will be too rigid to recognize the kinds of effects the cloudbuster produces when they see them.
 
The rigid personality will almost always resist accepting the evidence because it conflicts with deep emotional needs to think the universe is dead and functions in a mechanistic way. The strength of this emotional resistance is far greater than most people who lack it will believe until they have seen it in action.
 
 But even if some government scientist (an oxymoron), did get interested enough to give cloudbusting a try, and was also, improbably, open-minded enough to recognize the results, that single scientist would then be regarded by his collegues as having gone around the bend. Science, especially in the service of large organizations like the military, is not a one-man show. It is a collective enterprise. The single disident scientist would soon find himself ignored by his associates and no longer in any position to get funding for whatever he wanted to research.
 
It is this emotional and institutional resistence to the orgone theory that is the hardest part of it to accept for those who do not feel such a reluctance to live in a universe with a life energy.
 
And since the cloudbuster can only be understood and utilized with the understanding that a living energy exists,  it is the strongest of the many reasons why there is so unlikely to be any secret military cloudbusting program.

Croft And His Fantasies

The device called a "chembuster" is not a real cloudbuster. It is a prop in a role-playing game of cultists who think the earth is being invaded by reptilians from another universe who have taken over the bodies of most of the political leaders of earth and are spraying toxic chemicals from airplanes to kill of the human race. These people think they can get rid of the chemicals by pointing their contraptions at the sky.
 
The whole thing was started by a con-artist named Don Croft, who has now got hundreds of followers actually believing his fantasies. He picked up the name "cloudbuster" from a device invented in the 1950s by Wilhelm Reich, which is a real device and really does exist. The two devices have only a superficial resemblance.
 
The real cloudbuster is a small part of a very complex and comprehensive body of findings in a wide range of natural sciences, none of which has anything to do with chemicals being sprayed from airplanes, invisible shape-shifting reptiles from other dimensions, or any of the other fantasies of the Croftians.
 

Outlaw Cloudbusters?

It is not my intention to engage in a campaign to outlaw cloudbusters.
 
I am trying to get the people who already are both aware of cloudbusters and convinced they are effective to think about that possibility and the possibile reasons for it instead of the present mind-set that "Gee Whiz!, We can control weather! Isn't that great! Now we should all rush right out and (1 ) Make rain, ( 2 ) End the drought, ( 3 ) Warm things up when it gets too cold, ( 4 ) Cool things off if it feels too warm, ( 5 ) Fight wars with it for a just cause as determined by our elected representatives under directrion from God, ( 6 )) Use it to irrigate my farm to make an honest living, or (7 ) Play with it for fun." 
 
I know perfectly well there is zero chance of getting a law passed against cloudbusters. But it might be possible, at least I still have some faint hope it might be, to get some Reichians to think about why there ought to be some restraint on using them instead of mindlessly promoting them.
 
It may be impossible to outlaw cloudbusting, but it certainly would be possible to shut up about it instead of seeking publicity.

 All over the world people are getting worried about what is happening to the climate. Each year, it seems, there are more and more extreme weather events of increasing severity and frequency. Records are being broken more often than ever before in recorded history. It is clear the climate of the entire world is becoming destabilized, less reliable, more random and chaotic, with droughts, floods, heat waves, and severe cold spells becoming the norm.
 
While there are numerous factors involved in this climatic breakdown, especially the widespread use of nuclear power and other applications of radioactivity, as well as electromagnetic technologies that have a similiar effect, a major factor in this climate destabilization is the existence of a technological means to interfere with the natural
movement of orgone energy in the atmosphere on a large scale. This device,
called a cloudbuster, is simple and cheap enough to construct that in recent
years hundreds of individuals all over the world have taken it up as a
backyard hobby.
 
 Most of these individuals tend to be paranoid and delusional, and are using the cloudbuster as a prop in a role-playing game,
often imagining themselves to be fighting off hostile UFOs, resisting a secret
government plot of some kind, or changing "bad" atmospheric energy into "good".
 
Many others claim they are "ending droughts", "making rain", or "doing research". They seem oblivious to the fact that the droughts they think they are ending resume as soon as they stop operating because the underlying cause of the drought has not been addressed, that the goal of proper cloudbusting is not to make rain, but to restore normal pulsation of the atmospheric energy so that, among other effects, rain will occur spontaneously as needed, and that subjecting people to a research program who have not given their informed consent is a human rights violation.
 
Some think they are "greening deserts", while in reality, they are subjecting the fragile dryland ecosystem to unusual stress from excessive rainfall in areas where all native life-forms are well-adapted to dry conditions.

They usually have no idea of the scientific basis upon which the cloudbuster
works, or fantasize that some wildly speculative theory of their own concoction
is the better theory. Frequently they have little idea of what a cloudbuster is capable of, many of them, for example, thinking it only affects their local area.
 
As a result of this incompetent medling in atmospheric dynamics, countless innocent victims have died and the environment has been seriously disturbed in numerous weather-related catastrophes.
 
Due to their paranoia they do not often communicate what
they are doing to others working in the same field. Many of them, in fact, think
they are the only ones doing anything with what they think is a somehow
suppressed and secret invention. Many others are so arrogant they think nobody except themselves and their associates is able to conduct cloudbusting operations safely and properly, so they refuse to co-operate with those they deem "unqualified".
 
While there is certainly nothing secret or
suppressed about the cloudbuster, it is regarded as crackpot by the scientific
community, in large part because of the absurd fictions and folklore with which it
has become surrounded. The fantastic legends of Wilhelm Reich having been the victim of official persecution, or of some alleged conspiratorial plot, or having fought wars with beings from outer space, or having had meetings with Einstein serve to distract attention from the serious issue of the menace of the cloudbuster he invented.
 
This large body of folklore functions to hide the reality of the cloudbuster as an effective, science-based tool and disguise it as a crackpot fantasy. It is perfectly right, in fact, the only rational response of anyone with even the slightest scientific education, to dismiss such a device as incapable of having any effect on the weather when it is presented wrapped in such packaging.
 
The failure to recognize the imput into the total
atmospheric picture of this proliferation of crackpots
playing around with cloudbusters means the scientists trying to understand the
weather are misled into ignoring that a large portion of unusual weather events are
being caused by this problem and thinking the climate changes which are so obvious are caused by some other factor, such as greenhouse effect from combustion products released into the atmosphere.
 
Any theory of what is happening with the weather
and climate on this planet must take the social phenomena of a mass movement of cloudbuster hobbyists into account. And until that is done, the environmental movement will not be able to mount an effective effort to counter this form of blatant interferaance with the atmosphere.
 
If and when cloudbusting is ever recognized by the scientific community as a science-based reality rather than a prop in a fantasy role-playing game, then it will be possible for concerned  environmentalists to go to work on making it illegal. Until cloudbusting can be banned, countless innocent victims will die each year from cloudbuster-murder by crackpot Reichians.
 
 And greenhouse gases from combustion will take the rap. The world is now facing serious economic problems caused by the mistaken belief that the atmospheric disorder caused by cloudbusting is caused by a greenhouse effect instead, and numerous laws are in the process of being passed taxing or restricting fuel-burning activities in an effort to prevent weather disasters that are really being caused by cloudbusting  and could only be prevented by outlawing all use of cloudbusters.
 
Until that can be done, however, the few responsible people who are aware of the threat posed by cloudbusters must be ready and willing to take whatever action is needed to stop the use of cloudbusters in their home areas. Direct intervention by concerned citizens is often the only way to prevent serious harm to the earth and to the public, and in this case, almost any measures would be justifiable.
 
 

The Croftians And Their Toys

I simply do not see what you are saying you see in this video. The device shown is an orgone shooter, as described by Reich in the 1940s. It consists of a small orgone accumulator with several hollow tubes leading from it. The ends of the tubes are pointed at the sky instead of at a patient, but that is the only difference.
 
 It would be expected to have a small short-range effect on small clouds for a limited period of time, until the atmosphere got used to the stimulus and quit reacting to it. The effect on the cloud depicted in the video is not the same as the effect of a cloudbuster, though there is a superficial resemblence that might look the same to someone who was not familiar with the orgonomic understanding of how a cloudbuster works.
 
The cloudbuster works by DRAWING energy down the tubes, and into the water the cloudbuster is grounded into. If it is aimed directly at a cloud, the cloud will break up because the energy is withdrawn from it. The draw is due to the attraction of water for orgone.
 
What is shown in this video is the over-excitation of a cloud by energy being drawn INTO it from the device because the cloud is MORE STRONGLY charged than the small accumulator at the end of the pipes. The orgonomic potential is at work here; the highly-charged water in the cloud DRAWS the orgone through the pipes into the cloud.
 
 The charge of the cloud INCREASES from the addition of charge until it exceeds the capacity of the small amount of water in the cloud. Then the expansion-causing tendency of orgone causes the water droplets to move apart, breaking up the cloud.
 
The cloud draws energy from the bucket via the pipes, and gets over-excited. It therefore breaks up from OVER-EXPANSION, not from withdrawal of energy. The resemblence is superficial.
 
The allegations of a beneficial effect on a DOR-atmosphere cannot be substanciated. Adding charge to a stagnant, DOR-infested area of the sky will not recycle the DOR into mobile OR. It will, however, if continued long enough, get the stagnant area so overcharged that a discharge will result.
 
 This discharge might take the form of heat, lightning, or a circulatory motor force, known popularly as a tornado. If heat waves, thunderstorms, or tornados were being caused very frequently by these devices, someone among the many hobbyists indulging in this sport would have noticed it by now, unless they are all so blinded by their implausable belief-system that none of them can see the connection.
 
But while that is certainly a possibility that must be kept in mind, the more likely reason none of them has noticed any such result is that these devices are not strong enough to have that much of an effect -at least not too much of the time.
 
The device depicted is not a cloudbuster, and would not have the effects of a cloudbuster. The confusion arises from the name, "cloudbuster" , and the common misperception that the function of a cloudbuster is to "break up clouds". It is not important that a common effect of a cloudbuster draw is the breaking up of a cloud. That is only one possible effect, and not even one of the most important ones.
 
If the cloudbuster was called an Orgone Drawing Device, or an Orgone Attractor, or an Orgonomic Atmospheric Modulator, or some other name that did not give people unfamiliar with it the impression that breaking up clouds is what it is for, this kind of error would not happen.  
 
But the name "cloudbuster" is there for historical reasons having to do with how it came to be invented, not what it does or what it is used for. And the people fooling around with these devices are not aware of that because they have no interest in learning orgone physics. They are interested in a role-playing game, and calling their devices "cloudbusters" and pretending they re-mobilize DOR is part of the game to them, just like pretending DOR is some chemical being sprayed out of airplanes is a part of the game they are playing.
 
And while they indulge themselves in such fantasies, people who want to know what is happening to the atmosphere and what to do about it are being tricked into getting involved in silly role-playing games instead of being able to learn the facts.
 
And that makes these people who play these silly games part of the problem.

Atmosphere, Hydrosphere, And Biosphere

 
I have written extensively on the dangers of indiscriminate cloudbuster proliferation and have documented numerous instances of severe storms and deaths caused by irresponsible cloudbusting. My main role in the field has evolved into that of an environmental activist. I think cloudbusting can and must be used to prevent the ongoing kilmasturtz caused by the widespread use of nuclear and electromagnetic technology. Without it we are doomed. But at the same time, the proliferation of cloudbusters in the hands of people who know little or nothing of the very elaborate theory behind it and care nothing for the environmental side-effects is a serious environmental problem in itself.
 
As you may know, especially as you live in Maine, and may have visted his laboratory at Rangely, Reich discovered the true nature of "radioactivity" and how it really fuctions and how it really interacts with living tissues. A side effect of this research was the cloudbuster, which is primarily a means to decontaminate the atmosphere of the deadly, stagnated form of life energy which he called "DOR".
 
DOR causes droughts and climatic destabilization. Removing it can return the atmosphere to normal pulsation and restore the historic weather tendencies. But it is unfortunately also possible to misuse the cloudbuster to intervene in weather under normal conditions and bring rain, or stop rain, or do other things, including cause tornados and other severe weather.
 
DOR is mostly caused by nuclear reactors, atomic bombs, and other sources of radioactivity stronger than those found in nature. It is highly toxic, causing unspecific devitalization rather than any specific illness that could be diagnosed by conventional medicine, and allowing latent forms of ill health to manifest.
 
The biological and meteorlogical effects of DOR work in tandem and so do the effects of cloudbusting have both a biological and a meteorlogical side. It is not possible to separate the two, though many people, enamored of the idea of "weather control" with the cloudbuster, ignore the biological effects and think only in terms of meteorology. That is why so many of their operations cause such ecological havok.
I will send you some of my many articles on the subject. Since the death of Jerome Eden, I am the only one doing anything to place cloudbusting on a firm footing in ecology with due attention to biological effects of operations, not just the effects on weather. .
 
 I can testify from my own experience that water forms in the atmosphere directly from mass-free energy, just as Reich said it does. There are two additional stages in the hydrological cycle that meteorologists do not know about. 
Tons of water can fall out of a small cloud that could not possibly contain that much water before the rain started. It is possible with proper use of a cloudbuster to trigger the process of water production and make it self-sustaining. I have done work in a lab that showed water forming in a bowl that had to be emptied daily to keep it from overflowing.
 
The condensation nucleus theory of raindrop formation is wrong. In rather rare conditions, when a storm is very highly charged, biological matter will form in the clouds directly from mass-free energy, and if the charge is very high, the matter will organize into living organisms. This is the true origin of bacteria found in raindrops and thought by meteorologists to act as condensation nuclei.
